I need a little clarification here.  Do you mean that all
users should be able to see the manual for all installed
applications?  Or just the sys admin?

Also I like the idea of admin only pages in the manual.

Users only see the Help for Applications which they 
have the rights to use it. When the users see that are 
more applications available as they have they would 
have all.

The second point is a ACL based view for in the help 
menue for the people with admin rights. They need a 
view to documentation which a normal user don't need
