I don't know how big it is, but I think MSYS from the mingw project is a
complete bash under windows. I executed the update-dsp.sh successfully in
it, but update-po.sh didn't work because the guile command wasn't found. 

Is it necessary to run update-po.sh before update-dsp.sh? What does
update-po.sh do anyway?
