Are they part of the no.po file in /po? If no, that's the reason. If
yes, you could try to set another encoding in the no.po file and try
again. I guess UTF-8 could work.
BTW is norwegian latin1 or latin2? I don't have time to check right now
but I'll take a look later if you don't find the solution in between.
