Correct way to submit bugs

Hello,

I'm having a problem compiling the git version of pspp, and I think
it's a bug but I'm not sure.
The correct way of reporting it is sending the problem to pspp-dev,
pspp-bug first, and then on savanna,
or post it first in savanna? I'm trying to learn 'good practices' on a
open source project :D
