Presumably this problem exists only on Windows? I have no problems
saving/opening files with non-ascii names on GNU/Linux.
Before we start looking into this too deeply, can you please read the
information at
http://library.gnome.org/devel/glib/2.20/glib-running.html
The solution may be as simple as setting the G_FILENAME_ENCODING
variable.
