In my opinion the html help should be installed on the computer. 
I agree with John, but not only that reason, it is also important that the user get the help of the version he has installed. 

I install the html documentation on MSWindows for this purpose already for 10 years or so  (I never got yelp working on MSWindow)

If we have to use html to get a working help system then so be it.
But I would like to have a system that works offline, rather than
requiring an internet connection.
