Yes.  We are working our way up to releasing a new version fairly
soon.  The most notable new feature of the new version will be
the addition of a graphical user interface, but there are many
other enhancements as well.

Yes.  So far, we have not provided binaries for Windows, so you
will need to be able to build it yourself from source or get help
from someone to do so.
