I applied this patch and everything compiled:

Looks like there's a problem using gsl's inline option. This patch skips the
inlined functions and uses the larger but still (AFAIK) equivalent
functions.
Update: make install works and the binaries (pspp and psppire) run. I
haven't tested much of the functionality, but I'd imagine it all works the
same.
