On Ubuntu this should be simple:

1. Open a terminal.

2. Type "LC_CTYPE=en_US.ISO-8859-1 psppire"

You can replace "en_US" by your preferred language, and replace
"ISO-8859-1" by the encoding that you want.

If you want this to happen automatically when you start psppire by
clicking on an icon or menu item, I'm sure there's a way to do it.
I suggest that you ask on one of the Ubuntu forums for how to do this.

Future versions of pspp will hopefully have the SET LOCALE command,
which will make this easier.
