The 32 or the 64 bit version should have much performance differences.
You can find the pspp.exe (terminal version) in the same directory as psppire.exe most likely this is c:\program files\pspp\bin
I have no Idea why you have such a bad performance. What about the number of cases you analyse?
Is the PC performance good for other tasks? You could look with show all if there is a strange setting like a reference to a none existing directory. Maybe a non existing temporary directory.
