I think that the format used by STATA is suspicious at best.

However, I pushed a commit that avoids the warning reading the file.

Yes.  I see that too.   It seems that this file has been created neither by PSPP nor
SPSS but by STATA.  Possibly STATA has generated it incorrectly, or perhaps it is a
correct but unusual format.
