PSPP on Catalina

Good day,

May I ask if PSPP works in Catalina. I manage to download and install it
but when I try to open a folder it says “ Error opening…. Operation not
permitted. I tried to access security setting to include Spss but the same
message occurs. May I know how to address it. Thank you
