Never.
The only "official" releases are in souce form on the website at
https://ftp.gnu.org/gnu/pspp/ and are in source form. This allows you to
build it for windows or any other system you like. It's unlikely that prebuilt
binaries will ever be released here.
Anything you download from anywhere else must be considered "unofficial".
