[Qemu-block] [PATCH V2 1/3] block/accounting: rename struct BlockLatency

Subject: [Qemu-block] [PATCH V2 1/3] block/accounting: rename struct BlockLatencyHistogram

Rename struct BlockLatencyHistogram to BlockHistogram, and rename
related functions.
Make this struct and functions be common, they can be used widely.
