With :

qemu-img create /mnt/partitions/windows0/qmeu-disk 4M
qemu -hda /mnt/partitions/windows0/qmeu-disk 

qemu: could not open hard disk image'/mnt/partitions/windows0/qmeu-disk'

but with on ext3/ext2 or tmpfs, there is no problem.
