Yes and no. I've been lobbying and trading favors like this one to get
the touch-all-targets QOM patch queue in first, to avoid 14 target
maintainers sending PULLs leading to in-air collisions. (Obviously some
other queues like block-next or scsi-next are unaffected by QOM.)

But since the qom-next branch got so long by now and is still growing,
Anthony requested me to split it up into multiple batches. That's what
"first" was referring to. Once rc4 is out we'll tap out the details.
