Let's use the same syntax as for kvm device assignment.  Then we can
fall back on kvm when vfio is not available.  We can also have an
optional parameter kernel-driver to explicitly select vfio or kvm.

I have a truly marvellous patch that fixes the bug which this
signature is too narrow to contain.
