OK this is a trick: io_size can be smaller than PIIX_PCI_HOTPLUG_SIZE.
If it is smaller, then only first X registers are enabled.
I think it's not a great API.
Just add a flag legacy_piix to acpi_pcihp_init, set size
accordingly.
