Thanks for producing the list. These arm ones definitely shouldn't
be hotpluggable, certainly:

aspeed-soc, allwinner-a10, fsl,imx21, fsl,imx6, fsl,imx25, fsl,imx31,
xlnx,zynqmp, digic
