[PATCH] qdev-monitor: Forbid repeated device_del

[Julia Suvorova]

Device unplug can be done asynchronously. Thus, sending the second
device_del before the previous unplug is complete may lead to
unexpected results. On PCIe devices, this cancels the hot-unplug
process.
