[PATCH 16/31] target/arm: Tidy SVE tszimm shift formats

Subject: [PATCH 16/31] target/arm: Tidy SVE tszimm shift formats

Rather than require the user to fill in the immediate (shl or shr),
create full formats that include the immediate.
