[PATCH 1/3] MAINTAINERS: Add 'Miscellaneous' section

[Ahmed Karaman]

This new section includes the 'Performance Tools and Tests' subsection
which will contain the the performance scripts and benchmarks written
as a part of the 'TCG Continuous Benchmarking' project.
