GPE.1 should be implemented for pci root hotplug on piix4 even if
pcihp_bridge_en is disabled. There will be a bit different logic with
"[PATCH v5 09/11] piix4: don't reserve hw resources when hotplug is
off globally", but it's not merged yet.
