I'm going to take all of this series into target-arm.next except:

>   hw/intc/armv7m_nvic: Correct handling of CCR.BFHFNMIGN
>   target/arm: Implement Cortex-M55 model

(since the first two need a v2 and we don't want to enable the
CPU until all the pieces are there).
