[RFC v12 61/65] cpu-sve: rename sve_zcr_len_for_el to cpu_sve_get_zcr_le

Subject: [RFC v12 61/65] cpu-sve: rename sve_zcr_len_for_el to cpu_sve_get_zcr_len_for_el

use a canonical module prefix followed by the get_zcr_len_for_el()
method name. Also rename the static internal auxiliary function,
where the module prefix is not necessary.
