[PATCH] configure: do not duplicate CPU_CFLAGS into QEMU_LDFLAGS

[Paolo Bonzini]

CPU_CFLAGS is included in the link commands both during configure
and (via config-meson.cross) during meson.  It need not be added
separately to QEMU_LDFLAGS.
