[PATCH] MAINTAINERS: Add section for Aarch64 GitLab custom runner

[Philippe Mathieu-Daudé]

Add a MAINTAINERS section to cover the GitLab YAML config file
containing the jobs run on the custom runner sponsored by the
Works On Arm project [*].
