I don't get this. Maybe you can point out the codes? (I think we only
need to deal with kicks instead of interrupts).

It depends on how to define "disabling".
And what's more important I think vhost-vDPA should deal with RARP as
what vhost-user did, otherwise we breaks the migration without
GUEST_ANNOUNCE. Any idea on how to fix this?
