[RFC PATCH 2/3] target/riscv: Add stimecmp support

From: Atish Patra
Subject: [RFC PATCH 2/3] target/riscv: Add stimecmp support
Date: Thu, 3 Mar 2022 19:20:22 -0800

stimecmp allows the supervisor mode to update stimecmp CSR directly
to program the next timer interrupt. This CSR is part of the Sstc
extension which was ratified recently.
