[ANNOUNCE] QEMU 7.0.0-rc3 is now available

Hello,

On behalf of the QEMU Team, I'd like to announce the availability of the
fourth release candidate for the QEMU 7.0 release. This release is meant
for testing purposes and should not be used in a production environment.

A note from the maintainer:

  As usual, if we find no release-critical issues in the next week,
  we'll release 7.0.0 on the 12th April with no further changes. If
  something does come up, we'll do an rc4 on the 12th and plan to
  do the final release on the 19th April.

You can help improve the quality of the QEMU 7.0 release by testing this
release and reporting bugs using our GitLab issue tracker:
