[RFC PATCH 1/1] virtio-balloon: Add Working Set Reporting feature |

Working Set Reporting supported in virtio-balloon.
- adds working set reporting and notification vqueues
- QMP API additions:
- guest-ws property on balloon
- generates QMP WS_EVENT when new reports available
- ws_config, ws_request commands
