[Qexo-general] base-uri(node) implemented

I just checked into CVS one piece of the puzzle
of handling application-relative file names and URLs:
An implementation of the one-argument version of the
base-uri method:

{-- 1--} base-uri(document("/home/bothner/tab.xml"))
file:/home/bothner/tab.xml

(Of course this isn't even technically a valid url.
Oh well.)

We're still missing the 0-argument base-uri,
the 2-arguemnt document, and application-relative
"current directory" ...
