In fact, the patch is no longer needed. The Debian bug was reported
against quilt 0.45 but version 0.47 fixed it by adding
QUILT_MAIL_ARGS="--charset=UTF-8 --sender address@hidden" to test/test.quiltrc
(see commit eb6b90ee746f4bd5b16fc5fed63ac822b9b64f5c).
But we didn't notice it.
