I don't know any plugin that would work on windows. But In any case, migrating the VPN server to a Linux OS is definately the best thing to do to acheive your goal. I can't any reason to be stucked to windows... except not willing to of course :)

the plugin is developed for Linux systems. I cannot say how much work it is to port the plugin to Windows. The easiest way would be to use a Linux system for OpenVPN server.
