Log message:
        remove hardcoded location  '/etc/local.inc' from PHP  scripts to make
        the   source  code   fully relocatable.   SV_LOCAL_INC_PREFIX   is  an
        environment variable set in http.conf. (changes made to make it easier
        to install one or several instances of a Savannah test server).
