That is useful information.  So one problem is that is not obvious to
users that random users should submit support requests.  And that
folks working under the umbrella of the savane team should be the ones
submitting tasks related to savane development?

Is there a way to move tickets that were assigned to the wrong place
over to the right place?

Perhaps we should remove or grey out the Tasks then unless the user is
a member of the project group?  That would leave only the Support link
and that would force users to submit only support tickets.

Or maybe there should be a project for Savannah Administration as
there is now and have a separate project specifically for devleopment
of Savane?  I think that would make a lot of sense.  Because that is
pretty much the separation that we have.  Administration is very
support oriented.  While Savane development is more project oriented.
