GNATS and gnatsweb are already under CVS and have a project website with
mailing lists, a GNATS database etc, at http://sources.redhat.com/gnats/,
and we surely can arrange for write access for you.

(This doesn't mean we cannot move the web pages etc., I just wanted to
point out that GNATS is already developed rather transparently.)
