[Savannah-hackers] corrupted CVSROOT/config fixed

        Hi,

        I fixed all corrupted CVSROOT/config files for all Savannah projects.
The new sv_checkconfig script scans all config files for all Savannah
projects and reports errors, if any. At present it reports no errors.

        All problems related to anonymous CVS not working because lock
files cannot be acquired should be solved. 

        I busted my one hour daily planning (took me two hours) but that
was urgent.
