[Savannah-hackers] How to upload file and delete expired file?

Hi:
I m a user for project: 
http://savannah.nongnu.org/projects/phpMan/
I can access cvs server smoothly via ssh public key

but faild with scp and sftp for file uploading, the error message output from 
sftp or scp command:

You tried to execute: `/usr/local/bin/cvssh -c scp -t 
/webcvs/phpman/phpMan.php'.
Sorry, you are only allowed to execute : 
CVS_RSH=ssh cvs commands
rsync from /cvsroot or /upload.
rsync to /upload.
sftp to and from /upload.
lost connection

and I want to delete some expired file at:
http://savannah.nongnu.org/download/phpman/

Please tell me howto?
