Access on fencepost I generally for extrême cases. 
Generally you can find this information on the free software
directory.
Or on any other page on gnu.org. That why I sometimes using google
with site:gnu.org as search option and the project name as
keyword. When you find every page related to the project, it's
generally easy to determine if the project is gnu or not.

I do not know. I doubt, I discard registration asking for a clear
statement on the project GNU status.
