I know how the users can handle the spam headers, but this
is _NOT_ what I am talking about.

Indeed - please make that optional.
but users are quite upset to receive spam from a
"trusted source" (i.e., a gnu.org mailing list),
and IMO, they have a priority.

Normally, message that are probably spam are tagged
If you use procmail, you just have to set filter like this one
:0:
* ^X-Spam-Status: Yes
$MAILDIR/spam
I'm not sure at all that admin will appreciate to be forced
