SourceForge provides such documentation and it is a interesting
addition indeed.
Note though that my current documentation focus is on project
registration: most people do not read the verbose explanations and a
lot of our time is dedicated to teaching people about our hosting
requirements, so I've started presenting our project approval docs in
a different manner. I'll stack the CVS basic instructions after that
task.
The fact we use CVS in a standard way means that the existing
introductions to CVS applies well to Savannah :)
