Could I ask you to check this again please?
I believe it's nine seconds slow right now.

I thought of synchronizing my machine with pool.ntp.org,
but AFAICT it assigns a timeserver at random, so we
wouldn't be using the same one. I synchronized with
  time-a.timefreq.bldrdoc.gov
a minute before testing this tonight.
