[Savannah-help-public] Log in: New tasks/bugs

Hi,

When I am not logged in Savannah, the option
- task/submit is crossed out.
- bug/submit is not crossed out: It lets you create a new bug, but not 
to submit it (error message).
I observed this with the page: https://savannah.nongnu.org/

-> Make bug/submit work as task/submit
