AFAICT, the blurb only contained this reference if you were logged in.
If you did not log in, the blurb was different and contained the text
I quoted (and nothing more):
If you would like to contribute to this project by becoming a member,
contact one of the project admins, designated in bold text below.
but it seems that this has now been changed. Thanks,
