I'm not sure what you really want.

Do you want a local repository?  Then you need no Savannah.

Do you want to push to a repository hosted on Savannah?  Then you have to be a
member of an active group, and you are a member of the GNU Hurd.

Do you want a new package on Savannah?  Then we need something to evaluate
before we approve it.
