Hello,

I am reviewing your project, and there are several problems with it:

1) Official GNU packages are approved as per the procedure outlined at
http://www.gnu.org/help/evaluation.html.  There is no problem to approve the
project as non-gnu; it can be moved to the "gnu" area in the future if it
becomes a GNU package.

2) There is no COPYING file in the tarball.

3) Only rodrigues.c has a copyright notice, confusingly stating "This file is
part of VLUtil.  VLUtil is free software..."  If this file is borrowed from
another package, you have to indicate that.  All files longer than 10-15 files
(or even less if the code is non-trivial) should have copyright notices; see
http://www.gnu.org/licenses/gpl-howto.html for details.

Could you please make these corrections and upload an updated tarball?
