The actual guideline is: All copyrightable files must carry the
propper copyright & licensing information :)

By *thumb rule* (Not guideline) the copyrightable files are those
above 10 lines long.  But a file containing only a couple of long
lines may me copyrightable, non-trival images are copyrightable too.
