Why can't you tell this yourself?  What info do you miss?

For Savannah, what matters is not whether some code can be re-licensed under
the GPL, but whether it can be combined with parts released under the GPL in
the same program, that is, whether it is GPL-compatible.  For the list of
GPL-compatible licenses, you can check
https://www.gnu.org/licenses/license-list.html.

"Work of the US" means that it is legally a work of the state; it has nothing
to do with the citizenship of the people who did the work.
