I think including a copy of the LGPL is a requirement when the copyright
holder choose LGPL as license to publish his/her project. Otherwise, the
copyright holder may give others a link to download LGPL license in the
project.

There are 2 kinds of legal notices exist. They are:
1st, a copyright disclaimer from an organization or someone.
2nd, a copyright notice from an organization/someone.
Those files which are affected by copyright protection laws and LGPL license
should include these legal notice. For example, C program authors should claim
copyright with each .C file they created. Secondly, When a program or it's
object code rums, while users give --version parameter to this program or
users open about window, it should be appear on the console or about window to
show such a legal notice. This is what I think of. Thank you.
